In addition to its proprietary fleet, Flapper works exclusively with certified air carriers holding Part 135 or Part 121 Air Operator’s Certificates (AOCs). These certifications impose rigorous regulatory standards for commercial charter and commuter operations.

Proprietary Safety Audits

During our on-site visits, we thoroughly review each air carrier’s documentation, including airworthiness certificates, insurance coverage, pilot flight experience, and maintenance records. We partner exclusively with financially sound operators that maintain outstanding safety records and operate aircraft equipped with state-of-the-art avionics.

Safety Management System

Flapper follows strict safety standards in accordance with the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs). The company operates flights under its own Air Operator’s Certificate and applies structured safety oversight to help mitigate risks associated with the commercial operations of its partners.

Passenger Screening Technology

Flapper’s proprietary passenger identification screening system adds an additional layer of safety, helping reduce operational and financial risk before and during each flight. All passengers are required to present valid identification documents and must not display signs of intoxication.

IS-BAO

The International Standard for Business Aircraft Operations (IS-BAO) is a globally recognized business aviation safety standard based on ICAO best practices. Its three progressive audit stages verify that an operator maintains a structured Safety Management System beyond basic regulatory requirements.

ARGUS

Divided into three levels (Gold, Gold Plus and Platinum), Argus is leading standard of excellence. The organization continuously monitors its partners and audits their safety records, pilots performance and emergency responses.

BARS

Originally created to help companies manage aviation safely in challenging environments, the Basic Aviation Risk Standard (BARS) is a global safety audit framework that verifies operators meet rigorous third-party standards beyond basic regulatory requirements.

ISO 45001

ISO 45001 certification ensures that the operator follows internationally recognized standards for workplace safety and risk management, delivering structured procedures and enhanced operational control for every flight.
